Lottery Tickets: How to apply for tickets as the previous tax deduction?

I heard that if you save the entries, then win most of 600.00, you can send old notes to show that you spent X amount of dollars to achieve this victory. Anybody know how? Do deducted when claiming your prize or when we pay our annual taxes? (or even true)
