What are some reasons that the state of Alabama, must not transfer to a school lottery?

Years ago, gambling and lotteries have been considered unethical, and allowed only "sin" places like Las Vegas. Then, a state license in the lottery because it is "soft" basic gaming and elsewhere, is very profitable for the state (or the Education Fund or otherwise). At this stage in Alabama may well leave out his vision idealistic world and establish a lottery, because they will lose money to other states if they do. (And by the way, I'm against the lottery).
